Not sure what that small third pcb is for? The JVS/JAMMA io board isn't part of the vs kit, but will certainly work with it.
You are also missing some small connecting wires for the video splitter pcb. Also some non-essential pieces are missing, like the connector covers that go on the outside of the cab. Complete kit contents shown here:
