Whoo-hoo, who got that Boogie Wings? Data East at their.. uh, finest? Weirdest? Stead state? LOL, love that game!

Phil, if you can't fix that Out Zone, what hope do us mere mortals have? Have you done any trouble shooting?

As for the CS, I sent one in really bad shape to a member here who brought it back from the dead, so I feel strongly it's possible. I think I may have a spare RAM chip if someone does pick this up and needs it.

Basically, look at the MAME romset of old and NV, look at what's different, then burn double size ROMs for each, containing old version binary first then new version binary. You'll need to write to EEPROMS that are double size of their originals. Then wire a switch, wherein the input is tied to the last address line of each of the doubled ROMs, and output is switchable between GND or 5V.
