This game does not work with 1 player in this cabinet

So my setup is as follows:

• Naomi 2
• NetDimm
• Capcom I/O
• ATX to Naomi power adapter

I grabbed the ROMs from the link above used the transfer tool from same link and after reloading the WWF Royal Rumble boots to a black screen with the text in the thread title.
I go into the test menu and when I go into the input test it is showing only player one inputs.

I connected this setup to my 1-slot NeoGeo JAMMA cabinet if that makes any difference.

Are there any jumpers or settings I should be looking at?

EDIT: I am dumb it turns out you can setup how many players the cabinet is built for in the test menu. I have changed it to 2 and as a result the issue has gone away.
