Yeah, I think it is lightly open to interpretation, but according to the definition of the word emulation, I'd agree with you.I call FPGA hardware emulation instead of what we are used too, software emulation.
The thing people need to remember is, the emulation on the hardware side can be as flawed, or more so, than software emulation. But if they are both 100% equal, then likely the FPGA solution will have less lag due to the system itself. Of course, software emulation can employ tactics to reduce lag that, while not 100% true to the source, can greatly offset it's natural delay and improve the experience for the player.
