Does this work as an analog joystick with Super Monkey Ball?

No, it does not. Monkey ball needs a dedicated analog stick wired to the JVS IO.
You can always play with my monkey ball.

it will recognize a USA keyboard, however the buttons will still be mapped like a japanese keyboard. Keyboards only report the button location that was pressed, the game interprets that as a character.
Japanese keyboards are, for the most part, identical QWERTY keyboards with functions keys for the extra characters.
Do these games utilize those extra buttons/characters? If so, I bet it would make the game much more difficult for me.
yes, this game uses punctuation and special characters, especially on the higher levels... and it's quite challenging having most of them not in the locations I'm used to lol.
