Assuming you're writing the correct SIMM1 and SIMM2 to match your SH2 chip (standard or custom?) I think you are as I don't believe the game would start if it was the incorrect file.
I don't imagine you have a different base CPS3 you can use to confirm it's not isolated to that particular mobo and simm combo?
I personally can't think of anything else.

Because my proman could recognize the simms with the HS062, I didn’t update the soft to HS063, and completed the programmation with HS062. Maybe I should try the HS063, thanks for the adviceHi raffy. Check your cart if it has a custom or standard SH2 and write the appropriate files for simm 1 and 2 (U9 + U10)
update the firmware on your proman to HS063_Beta_D.enc:

use v63 programmer software and click the "smart key" button to erase, write and verify the files.
Check the log and status window after each one:

After each one unplug the proman usb cable, close the programmer software, plug in the proman USB again and open the programmer software (right click - run as administrator)
Then assuming you have standard SH2 cart, set dips to 000 - this will boot hacked version of Street Fighter 3rd strike with a green title screen without any encryption. If that works try the other games.

I still have roll up pack downloaded at the beginning, maybe this one is corrupted
