Thanks for the reply, now that the jumpers are ruled out, here's the full story:

I am using a fully working Japanese (green) SF Zero board, Rev7
I have installled the 4 programming wires, (see pics)
using "CPS2 Roll-Up Base Pack 2018-04-26.7z"
Board had a PAL E, purchased and installed a PAL G from "saveyourgames". I tried putting back the original PAL E to see if i was getting grabbled graphics, but the results were the same.
While installing the kit I broke one of the flimsy pins of the main board. I soldered a jumper wire, tested continuity successfully, no shorts on nearby pins.
I initially installed the interconnect backwards but put it back the right way after reading this thread.
I have reseated the board multiple times and ensured there's a tight fit.

I tried 3 diff SD cards : Sandisk 16gb, Samsung 32gb, Nokia 1gb.
I formatted FAT32 using both windows format tool and the SD formatter utility.
I tried both extracting the roms directly to the card and copying the extracted roms in one copy/paste command
I have ordered a 4GB Transcend card from ebay, will try that too

I have shorted all 3 pins of EXC5 for over 10 seconds multiple times to no avail.

Did you actually fully remove the battery from the board, Because in those pics it is still on the board. I you have not you will need to remove the batt and then short pins of EXC5 to discharge board.
 
Hey,@djcalle ... This (CPS2 Roll-Up FULL MAME Add-On Pack 2017-11-19.7z) is what you must use on your sd card ... extract that folder on your computer hdd after you give an format fat32 to your 16gb sd card (sandisk should be ok) and then copy that folder "games" to your sd card (over 10 gb i think it's the final extracted files). Cheers!

But he says he does have the 4 wires installed, so he is using the correct roll up pack.

But I second removing the battery and shorting EXC5

Thanks guys, I had specifically asked if removinng the battery was strictly necessary but was previously told that it wasn't hence why I didn't:

Anyways, I just did remove it and short all 3 pins of EXC5 for 10sec.
I'm only getting a slightly different behaviour. now the screen goes black while programming and the screen is sometimes white instead of greenish when "Now Playing"
 
Would a bad G PAL cause the problems he’s having? I know sometimes those replacement PALs don’t always program properly.

QUICK UPDATE:
I tried a decrypted romset just for kicks: "OldCPS2BasePack.7z"

It is indeed not writing keys anymore,, but depending on the game I am either getting a solid screen or this:

Even though you installed the 4 wires, it would be a good test to use the ‘old’ decrypted roms, just to rule out some things ;)

EDIT: Not disconnecting the 4 wires wouldn't make a difference right?

Auto reset will not work probably so you would need to power cycle yourself.
But nevertheless a good test :)

Make sure to short EXC5 so no old keys are stored.

Hmm. The last picture seems to show that the program is trying to boot. Since it isn't booting it's most likely an issue with the program rom PCB, interconnect, or sd card. Since you have tried several different sd cards I would inspect the soldering on the program rom PCB and the interconnect as well as examine the sockets on the b-board for damage.

Did you mention if you used PC or MAC to load the card?
