Post ammended, the UltraBIOS CD: Custom SH-2 *WILL* work with UltraSIMMs. I just remembered I tested it before reflashing SIMMS 1+2 with the custom files (they were flashed for Standard using a repro cart).

If you rewrite the binary of the CD and install it in this way, I think the problem will be solved.
I created a new version of the ISO based on your patch. It's in the 1st post and it's called UniCD-CPS3_for_custom_SH2_V6_Unmodified_MakotoFix
 
in perfect case there need original NO-CD Warzard/RedEarth BIOS (which is still undumped), to check and verify how it was implemented, and copy that to UltraBIOS
 
Did some extensive testing with UltraSIMMS and Regular SIMMS with the UltraBIOS (both versions, NoCD and CD). Thanks to @xodaraP for flashing some carts up for me.

UltraBIOS CD: Custom SH-2
Loads all games supported by the SH-2 fine on Regular SIMMs.
Tested with SCSI2SD v5.0a and the "UniCD-CPS3_for_custom_SH2_V5_Unmodified" image.
Red Earth / Warzard plays fine with no skipping / pausing.
You can use also use this cart with UltraSIMMs.

UltraBIOS NoCD for Custom SH-2
Pressing the Start Button whilst powering up brings up the Darksoft Menu, *HOWEVER* you are unable to proceed further and program games on regular SIMMS using this cart.

If you have programmed a game using the "CD" UltraBIOS, you are able to use this cart to play the game "NoCD style" on regular SIMMs, if you do this with Red Earth / Warzard, and have your CD drive / SCSI2SD disconnected, you will experience the skipping / pausing issue. Connecting the SCSI2SD back up fixes this issue.

Both versions of the UltraBIOS have fixed the "fast" cusor when selecting regions in cab.

TLDR: If you are using UltraSIMMS, use the NoCD UltraBIOS. If you are using regular SIMMS, use the CD UltraBIOS. If you already have the SuperBIOS and the "fast" cursor issue when selecting regions doesn't/hasn't bothered/affected you, then there's ZERO need to upgrade.

Do the SuperBIOS carts require a full SIMM set?

I've been experimenting with a CPS3 board that is missing one 128MB SIMM (so it has enough memory for everything except 3S) and a SuperBIOS cart, and I just get "not enough memory" errors when I try loading any game. The memory test screen sees all of the SIMMs, and I was able to successfully erase them, but still getting the error. Then, I found this post which seems to indicate you can't do anything without a full set of SIMMs... is this correct?

Ha, great, thanks! Was going crazy trying to troubleshoot this. Was starting to think the cart was defective, but now it all makes sense.
 
Oh, one last question: can you dump the BIOS off carts with dead batteries? Is Mexico 3S BIOS still not dumped?

It says MX is not dumped on Github, and I happen to have stumbled across a 3S MX cart with a dead battery.
I have an MX 2I cart that doesn't appear in that github link at all.. it is part number CP3000H0G (I also have the CD, but it looks like it is the same as the USA version: CAP-3GA0A0)

If it isn't already dumped somewhere, does anyone want to preserve it?
 
Here's a small glitch I'm running into: I loaded up SF3 2nd Impact (UltraBIOS CD version), and noticed I cannot choose a character with LK. Every other button works except for that one, and LK even works for selecting the Super Art, just not for selecting the character (also, yes, my buttons and kick harness are wired properly lol).

Rewrote the game a couple of times and selected different regions just in case, but still the same. Can anyone else reproduce or confirm the issue?

Are you in a cabinet, or a supergun, something else?

Reason I ask is that B4 is outside the jamma spec. There is room for it on the JAMMA harness, and most 6 button games also expect it on the kick harness. Often B4 is wired to both the Janna edge and the kick harness. Almost always this is fine, but there are a few weird B4 edge cases that only work if B4 on the JAMMA edge is off. Akumas raging demon attack in most SF games is another good example.

Top quality superguns have a switch to disable B4 on the jamma edge for exactly this reason. Took me bloody ages to figure out why I could never pull off an RD on my super gun, but worked every time in the cab. And it was B4 wiring.

So I’d check that B4 is wired to the kick harness and not the jamma edge first.

I do have B4 wired to both the edge and kick harness on my cab, so I'll definitely look into that! I'll test on my Supergun as well, just in case.
What I find weird about that is that all of my other SF games work perfectly fine, I can use LK everywhere and pull off raging demons and the like, 2nd Impact has been the only game with that kind of issue I've run into so far.

no one's stopping you. or is this a request? I don't think anyone else is going to do this for you, it's not really a normal request. probably only a few people will want to install games without the music on them.

Have you tried the no bgm third strike rom hack?
