Sorry to hear you're having issues, I develop the image on a 3B+ so surprised it's not working. After you burn the image can you see the boot drive in Windows ok? What tool are you using to write the image to the card?

I am using windiskimager32. I did move the ext4 partition to the end and resized the boot partition to use all of the free space in the fat32 partition.
 
Same tool as I use, I've downloaded v4 and tested extraction and writing to SD card then booting on a 3B+ and confirm it works for me. After you burn the image can you see the boot drive in Windows ok? I remember you had issues before, have you just written the image over top of the previous one on the same SD card? If so try reformatting the card as FAT32 in Windows then try writing to it again.

Do I need to boot the sd card once before I move/resize the partitions and copy games to roms?
 
Ok, so something is going wrong with the repartitioning of the card, have you tried extending it post first boot?

I actually did the partitions, roms and .cvs changes before first boot.

I have not moved or resized the partitions yet. If i just write the image to the card and do nothing else it works. I will do further testing and report back.
 
Sounds like when you're extending your partition it's corrupting the boot partition.

What tool are you using to expand the partition?
 
I was able to get mi pi fully working and got MvC2 Unlocked to show in the game list. Thanks for the help guys.
 
@tonyt76 @mR_CaESaR Verify that you are using a Pi 3B, 3B+ or 4. I was using a Pi that i thought was a 3B+ but was only a Pi Model B. Also try using a different sd card.
 
So I did the steps all over and it is working now.

Which program do you guys use to edit .csv files besides Excel?
