I'm in the same position as you right now. Securing my first cab and ordered a bracket. I watched the video and had the same question, then came here and saw your post.

Yeah home depot will have like 5 metric fasteners total lol. Hadouken designed it expanding the holes and sells the bit to do that right?
I ran into the same problem when I was setting up my monitor. I ended up using a dollar store drill bit to slightly enlarge the hole and it worked just fine. Just go slowly and stop once the drill bit goes through.
Or..
get the drill bit Hadouken sells or get M3 screws from Amazon, though they'll sell them in a set of different sizes so not sure you need that many varieties of screw lengths

I thought the countersink drill bit he sold on his site was to make the m4 hole but I guess not. Anyhow, m4 is 4mm, so find a bit that is slightly bigger than that.
My advice if you're going to own Japanese arcade gear is to stock up on a small selection of metric screws, they're always going to be handy. I prefer McMaster Carr.

If nothing else a little collection of M3 and M4 is a good thing to have. I'm going to need to restock my supply at some point soon, I'm running a little low on a few things, but this is what I keep on hand for general use:
Pan and truss head, M3 and M4 and M5, regular nuts and acorn nuts and some washers. Along with a metric tap and die. You'll save yourself a lot of headaches with a small investment, it's very handy to have the fastener you need "now" instead of having to order it because it's a metric part you can't source locally easily.

I guess my last question before I buy screws is, did you use countersunk screws? I assume not since you used a washer?

Man isn't this the truth, I'm so sick of having to go to Lowe's/HD for nuts and bolts literally any time I try to do any thing. I need to just stop being lazy and get some containers printed up and get an order in to McMaster-Carr.

Also worth mentioning is a set of JIS screwdrivers; as someone who stripped a whole bunch of screws on my Vewlix, especially the little tiny ones on the monitor frame, which are very easy to strip, I wish I'd had these before I got my cab. Most (all?) of them are JIS screws, which I didn't even know were a thing.

Those would work fine especially for the monitor mount.
I'm personally not a fan of the socket type heads and instead went with something like these:
